Renowned American spy Dr. Frederick Rinehart is credited with developing the first covert headquarters in 1932 in downtown Los Angeles. Their success in concealment technology was suspected by local officials, which led to the halting of the project, then known as “SHQ”. It was suspected that SHQ technology could be used to create unrest in the city.
